How to win Dish Pending as Eon Husk or the government
To win Dish Pending as Eon Husk, get security, licence, gateways and spectrum to 100% while keeping Delhi goodwill above zero and hype between 40 and 75. As the government, reach 75% digital reach with approval 55+ and sovereignty 40+ at the same time, keeping telecom ties between 35 and 80. Winning earlier scores more.
What is Dish Pending?
Dish Pending is a free parody strategy game about satellite internet and red tape, inspired by the long wait for satellite broadband licences in India. You play Eon Husk, a billionaire trying to switch on StarLynk in Indya, or the Govt. of Indya, holding his file. A game lasts up to 24 weeks and takes about 10 to 15 minutes. Every person, company and post in it is made up.
How a week works
Each week you get a hand of six moves and play three, then end the week. A few rules shape every decision:
- Moves you just played sit out a week, and playing the same move again within a few weeks makes it weaker ("Tired").
- Projects take two or three weeks of moves but pay out every week once finished.
- Lasting moves change the rules for the rest of the game.
- The rival moves too. Every week the other side makes a move aimed at whatever you've been leaning on.
- Events and consequences. Promises, court cases and deals you made weeks ago come back.
- You win the moment the numbers are there, not at the end of the week.
How to win as Eon Husk
Goal: get four files to 100%: security clearance, GMPCS licence, gateways and spectrum.
You lose if Delhi goodwill hits 0 (you're banned) or your war chest goes below zero.
The side meters each have zones that push your files every week:
| Meter | Sweet spot | What happens |
|---|---|---|
| Hype | 40 to 75 | Public pressure moves the licence every week. Under 25, pre-orders get cancelled. Over 75, Delhi gets annoyed and goodwill drops |
| Delhi goodwill | 60+ | Security and licence both move every week. 30 to 59 moves security only. Under 30, files get sent back |
| Telecom heat | under 30 | Rivals play nice and gateways move every week. 70+ means a lobby war: hype and goodwill drop |
| War chest | 15+ | Under 15, contractors stop work and gateways slip |
Strategy for Eon:
- Spectrum is the bottleneck. Only the Cabinet moves it, once every four weeks, and only when security and licence are both at 50% or more. Get those two up early so you don't waste a Cabinet meeting.
- Keep hype in the 40 to 75 band. Loud posting feels good but over 75 it drains goodwill every week and the Cabinet halves your spectrum.
- Don't call the telecoms names. Heat over 70 halves spectrum too. Deals and fair play cool it down.
- Start gateway projects early. They take weeks to build and pay every week after.
- Watch your cash. Running out ends the game instantly.
How to win as the government
Goal: get digital reach (the share of villages online) to 75% with public approval at 55 or more and sovereignty at 40 or more, all at the same time.
You lose if approval falls to 8 or below (a no-confidence motion), sovereignty hits 0, or the budget goes below zero.
| Meter | Sweet spot | What happens |
|---|---|---|
| Telecom ties | 35 to 80 | Telecoms add rural towers and reach rises every week. Under 35 they sulk and reach drops. Over 80, "crony" headlines cut approval |
| Eon's noise | under 25 | You're winning the timeline and approval rises. Over 70, #StarLynkWhen trends and approval drops every week |
| Sovereignty | 30+ | Under 30, experts on TV every night cut approval |
| StarLynk file | 60 to 99 | Eon smells a launch and goes quieter every week. At 100 StarLynk switches on: a big reach boost, but telecoms and sovereignty take a hit |
| Budget | 20+ | Under 20, schemes stall and reach slips |
Strategy for the government:
- Keep telecom ties in the middle. It's your steady source of reach. Too cosy is as bad as too cold.
- Move the StarLynk file to 60 and hold it there if Eon's noise is hurting approval. It quiets him without the downsides of a full launch.
- Time the launch. Letting StarLynk switch on gives a big jump in reach, which can win the game, but only if sovereignty can absorb the hit and stay above 40.
- Protect approval first. It's the meter that ends the game soonest.
How is the score calculated?
Winning early is worth a lot on both sides. As Eon, a launch scores your pre-orders (worth more with high goodwill) plus a big bonus for every week left before week 24. If you don't launch, you score far less, based on how far the four files got. As the government, the score combines reach, approval, sovereignty and telecom ties; the top ending multiplies it by 1.5 and adds a bonus for every week left. Losing keeps only 30% of it.

Frequently asked questions
How long does a game of Dish Pending take?
About 10 to 15 minutes for all 24 weeks, less if you win early.
Why is my spectrum not moving?
Spectrum only moves when the Cabinet meets, every four weeks, and only if security and licence are both at 50% or more. High hype or a lobby war halves what the Cabinet gives you.
Is Dish Pending about real people?
No. It's a parody inspired by news about satellite internet in India. Every person, company, account and statement in the game is made up.
